Which of the following most accurately describes the problem?

In response to a letter written to you by Paul Hemingway of JCB, I would just like to say that the Fastrac problem in Scotland is nationwide. The Sound Off column I wrote (CM 14-20 Nov1999) gives ideas which I consider are paramount to bring fast tractors into line with the equivalent road haulage vehicles.

Firstly, I think there should be two categories of tractors: Class lfor tractors which do not exceed 25mph and Class 2 for tractors which can travel in excess of 25mph. Once Category 2 was introduced, so could new legislation to meet this relatively new class of vehicle.

Much legislation could be designed but I consider three points to be paramount for any tractor which can draw a trailer in excess of 25mph: 1. An annual MoT after one year's use.

2. Drivers must hold some class of HGV licence.

3. VED to be set considering the heavy GVW and miles travelled each day.

As a road haulier I am told that trucks damage the environment, so is the engine fitted to a Fastrac as environmentally friendly as current Euro-2/3 engines fitted in new trucks?

With so much going for the operators of these vehicles it is hardly surprising that the loophole in the law is being terribly exploited. Why is a government which is crucifying road hauliers letting so much revenue slip through the net..or are many of the MPs farmers? Paid Fox, Manea, Cambs.
