Which of the following most accurately describes the problem?

PUS crews at Fulwell and Southall depots of London Transport resumed normal working on Wednesday after an unofficial 11-day strike against new schedules.

Preparation of the new schedules began when the crew shortage was at its height. Since then the staff position has improved, due in some measure to the economic squeeze, although LTB reports that the central bus fleet is still short of nearly 1,800 drivers and conductors.

The threatened one-day strike of all central bus drivers has been called off, following an assurance that Routernaster buses operating from Mortlake depot would be converted back to idling in second gear and no further experiments with neutral idling would be undertaken.
