Which of the following most accurately describes the problem?

A PROPOSAL that Glasgow Corporation Transport Department should be given £250,000 from the rates to offset the cost of an extension of a concession tickets scheme to the city's elderly people, was described at a corporation meeting last week as -"a piece of gross political quibbling". But it was approved by 51 votes to 43.

Councillor John Warren, moving that the proposal be taken back for further consideration, said he was not convinced there would be any debit in the transport accounts as a result of the concessions. In fact, he was convinced there would be a profit.
