Which of the following most accurately describes the problem?

THE national council of the Road Haulage Association has considered a recommendation that an approach be made to the various controlling bodies regarding the formation of a free hauliers' organization which could obtain discounts on tyres and other commodities purchased in bulk.

This was reported by Mr. W. A. Weatherhead, Secretary of Stratford Sub-area, at a meeting in Stratford-onAvon, last week. An approach had been made to the Ministry of Transport requesting the abolition of form Z.F.5.A., as it was considered that it was no longer necessary to ration commercial fuel. The Minister had replied that circumstances still made the form necessary.

Mr. Weatherhead quoted reports from Birmingham members that, on calling at Road Haulage Executive units for return loads, drivers had been handed collection notes, which had been withdrawn when it was seen that the vehicles were bearing " free-enter prise " transfers. It had since been stated that the matter was now "in order."

The area organizer, Mr. J. W. Morley, stated that several members had already been granted permits and that they were generally satisfied with the stipulated terms. Mr. Weatherhead reminded members that hardship case: A32 were different from applications for ordinary permits; the hauliers concerned were not allowed to operate until permits had been granted.

Local problems discussed at the meeting related to the collection of evidence against restricted operators from other districts who had been seen moving furniture in the area, and the use of C licence vehicles by auctioneers to transpori fruit and vegetables after purchase.

A resolution was passed calling on the area committee to compile and issue to each member a schedule of rates covering traffic limited to the 25mile radius.
