Which of the following most accurately describes the problem?

PAA LICENCE to operate an express service between Elmdon airport and Manchester and Liverpool was granted to the Birmingham and Midland Motor Omnibus Co., Ltd., by the West Midland Licensing Authority,

Mr. R. Stuart Pitcher, last week. .

The company's deputy traffic manager, Mr. R. K. Cope, stated that the service would operate only when aircraft could not land at Liverpool and Manchester because of bad weather, and passengers had to be set down at Elmdon. In such circumstances, passengers would be taken to their destinations by bus.

As Birmingham Corporation operates a feeder service between the city centre and the airport, it will also work buses to Liverpool and Manchester, on hire to the "Midland Red," which will hold the licences.

In granting the application, the Licensing Authority said that passengers would not have to pay anything extra.
