Which of the following most accurately describes the problem?

• The Department of Transport says it will consider a cash grant to British Steel Teesside if it reverses its decision to switch 9,000 tonnes of limestone a week from rail to road (CM 6-12 Feb).

"We would be happy to consider an application for a Section 8 grant to pay for a railhead conveyor belt," says the DTp. British Steel will stop moving limestone by rail from its quarry at Redmire to its foundry at Redcar on 31 March, putting 60 trucks a day through 'Herriot Country'.

A conveyor would cut out trucks for the short distance from the Redmire quarry to the railhead — but BS says its major costs are in the movement of the limestone from Redmire to Redcar, and stands by its decision.

William Hague, Conservative MP for Richmond, will meet British Steel on 17 February to protest about the move.
