Which of the following most accurately describes the problem?

SOUTH WALES operator MacLennan Brothers of Port Talbot, who have two vehicles stranded in Turkey owing to arctic conditions, learned this week that despite having paid for a police guard many of the components have been stripped.

Mr MacLennan told CM that they were paying at the rate of £7 per day for the guard for the vehicles and expected that it would cost about £400 plus repairs before the vehicles could be moved.

The company also paid transit tax on the vehicles which entered Turkey ,empty at Bazargan in mid4anuary. They were charged at the rate of 2,250 Turkish lira each, a total of approximately £145. Mr MacLennan sent his receipt to CM—a copy Is reproduced here —asking us if there was any way he could claim a refund since the tax has now been waived until March 15. (CM February 6.) The DoE has now advised us that operators holding similar receipts should apply to the Department at the following address : Department of the Environment, RF1, Room S18/16 Road Freight Division, 2 Marsham Street, London WI.

The application for refund should be accompanied by a copy of the receipt, details of the vehicle, its registration number, its unladen or laden weight, where the receipt was Issued, and its date of issue.
