Which of the following most accurately describes the problem?

• Nightshift Express is moving into new, larger premises at Oldbury in the West Midlands this week as part of its restructuring programme.

It is hoping to increase its franchise network from 34 to 40 and is particularly keen on recruiting small, established parcel carriers in the Northampton, Hampshire and Guild ford areas. Franchise applicants should operate three or four light commercial vehicles and will have to pay a one-off (refundable) joining fee averaging £5,000. Successful franchises will be allotted post code areas under a new system which has broken down Nightshift's traditional county boundaries.

Nightshift's new managing director will be announced in January following the recent resignation of Robert Adams, who founded the company six years ago.

The company is also planning to operate its own fleet of up to 15 light vehicles during the second half of 1991. These vehicles will be based at Nightshift's 6,688m2 Oldbury hub.
