• John Earp is the new regional general manager (Western Hemisphere) at London Transport International, the consultancy arm of London Regional Transport.

He is responsible for business development and the management of transport projects in Europe, Africa, the Americas and Australasia.

• Ian Irwin, managing director of the Scottish Transport Group since 1975, is to become its chairman and chief executive. The appointment, announced by the secretary of state for Scotland, takes effect from January 1.

Irwin will continue as chairman of Scottish Transport Group's four main subsidiaries — Scottish Bus Group, SBG Engineering, Caledonian MacBrayne and Scottish Transport Investments.

• West Midlands Passenger Transport Authority has named Bob Crawford as director of planning and engineering and as acting director-general of the Passenger Transport Executive. Crawford, 46, worked in product planning and engineering in the commercial motor vehicle industry before taking up his previous post.

• Lancaster City Transport has named David Whalley as chief engineer. Whalley, 42, joins the company from the haulage industry where his last job was with Carrier Transport Refrigeration of Warrington.

• Tom Phillips has been appointed group financial controller of Tiphook of Bromley, in Kent, the international trailer and container rental group. He was previously financial director of Tiphook group member Central Trailer Rental. Barrie Whipp takes up the newly-created position of group treasurer. He was previously Tiphook's group management accountant.
