Which of the following most accurately describes the problem?

THERE WERE very real difficulties in establishing lorry parks to the standard laid down in the 1971 Report on Lorry Parks, according to Lord Melchett, Government spokesman, last week. He said that while there were problems in finding suitable sites, the main difficulty lay in the lack of such parks commercial attractiveness.

The need for lorry parks, said Lord Melchett, was as great as ever and with the implementation of a system of lorry routes they could become even more important.
