Which of the following most accurately describes the problem?

AN improved system of traffic signs in London's restricted streets was foreshadowed this week by Mr. Marples. He told the Commons that he was now consulting local authorities and representative organizations on the matter.

The Minister had received a complaint from Mr. Ronald Russell (Tory, Wembley South) that confusion was caused because regulations governing parking, waiting, loading and unloading varied considerably between different boroughs in London. Mr. Russell wanted greater uniformity, but was told that regulations restricting waiting must vary from one part of the capital to another as traffic needs varied. Complete uniformity could be achieved only by making some restrictions unduly onerous, pointed out Mr. Marples. He had made proposals to local authorities for greater uniformity in some minor ways, but in the general interest some major differences, such as hours of operation, were bound to continue.
