Which of the following most accurately describes the problem?

• A Cumbrian timber haulier has bought a specialised Seddon Atkinson drawbar outfit for operations in the Lake District. Gilbert Brown and Son, of Hawkshead, uses the sleeper-cabbed 26.380M 6x4 and its VBG trailer to haul Forestry Commission timber across some of the most difficult roads in the country.

The rig is powered by a 380hp Cummins M11 engine featuring a Jacobs engine brake and driving through a ninespeed Eaton RT14609 range-change gearbox and an air-suspended Mentor double drive axle. The trailer is fitted with an extendable drawbar which permits access to areas inaccessible to eight-wheelers. Currently plated at 38 tonnes, and with a 23-tonne payload, the outfit has a design GCW of 40 tonnes.
