Which of the following most accurately describes the problem?

/ British Gas aims to put 200 more natural gas-powered vehicles on the road in early 1993, tripling the size of its NGV fleet.

These will be mostly Ford Escort and Transit vans up to 3.5 tonnes. While the company's first 100 NGVs were converted in-house, the new order is going out to tender because of the large number of vehicles and the short time involved.

The company says that the cost of conversion is "about £1,000 a vehicle — with a payback at around 20,000 miles."
