Which of the following most accurately describes the problem?

THE EEC Commission has authorised the major manufacturing and sales deal between lveco, the second largest lorrybuilder in the community, and the American auto-component manufacturer, Rockwell.

Both concerns went to Brussels to get clearance under the EEC's competition rules, for the joint production and marketing of drive axles.

The deal appealed to Brussels as the axles developed by Rockwell are designed for use with fuel-efficient and environmentally acceptable engines. The joint venture company which is being set up will not only cover lveco's axle requirements, but will also supply other commercial vehicle manufacturers.

An EEC statement says: "The intended large-scale production and use of efficient manufacturing methods may reduce costs.

"In addition the Commission expects that the emergence of an efficient supplier will stimulate competition on the market for truck axles."
