It is laid down in Regulation 5 of the Public Service Vehicles (Conduct of Drivers, Conductors and Passengers) Regulations 1936 that a driver must not speak to the conductor or any other person while the vehicle is in motion unless it is necessary for him to do so on the grounds of safety.
