Which of the following most accurately describes the problem?

• Twelve new traffic commissioners were appointed in the year 1970-71, eight of them nominated by county councils and four by borough and urban district councils.

Stating this in the Commons last week, Mr Eldon Griffiths, Under Secretary for the Environment, said that this total included initial appointments under the Transport (London) Act, 1969.

In the previous year, he noted, the new appointments totalled 11, while in 1968-69 the figure was 14.
