Which of the following most accurately describes the problem?

• This year's FTA Conference, which takes place at the Grand Hotel, Scarborough, from October 13 to 16, will cover a wide range of subjects. They include the Industrial Relations Act. Distribution Management, the Common Market, the future development of commercial transport. hauliers and their customers and the environment.

The business sessions will open with a panel discussing freight transport and the environment. The FTA director, Mr Hugh Feat herstone, will be accompanied on the panel by the city planning officer for Norwich, Mr A. Wood and Miss E. U. Chesterton, who is an associate of the London firm, Leonard Manasseh and Partners. Miss Chesterton is only the second woman to receive an RIBA distinction in town planning.

The distribution executive of RHM Foods Ltd, Mr R. Beckham will discuss the development of transport and distribution management in the 70s. At the end of the first day Mr J. P. Wells, managing director of Wells and Son (London) Ltd and a national vice-chairman of the Road Haulage Association, will lead a discussion on behalf of the haulier and Mr P. A. Thompson. head of transport at the British Steel Corporation, will put the customer's point of view.

The Common Market will be the topic for discussion on the morning of the second day when the speaker is to be Mr N. Despicht who is director of transport with the Economic Commission for Europe (United Nations). He is a former assistant-secretary at the DoE.

Mr E. J. Robertson, director of research with the Engineering Employer's Federation, will look at the implications of the Industrial Relations Act as it affects transport. The final session is being devoted to the likely developments of commercial transport up to the end of the century. This paper will be presented by Mr D. J. Lyons, director general of research at the DoE.
