Which of the following most accurately describes the problem?

• The City of London Polytechnic is inviting applications for enrolment for the intermediate examination of the Cif and the ITA. The courses commence in the week beginning Monday September 27 and applications close on September 6.

For students under 18 on September 1 attending the day course there is no fee. Other students attending a single class not more than once each week will pay £3.50 per annum; attendance at more than one class or more than one attendance per week will cost £5 per annum. Where employers are paying the student's fees a certificate to this effect must be supplied by the employer who will be invoiced direct.

Courses will be conducted at the Department of Shipping and Commercial Products, 84 Moorgate, London EC2M 6SQ. • September 21 has been named as the provisional date for the introduction of Devlin II working procedures in the Port of Liverpool. Negotiations are almost completed and the key issues of pay and hours of work have been settled.

It is proposed that there should be three shifts—from 8 am to 5 pm, from 5 pm to 11 pm and from 11 pm to 7 am. Piecework rates will still be paid to dock workers, whose basic pay will range from £26 to £36, depending on which shift is being worked.

Negotiations are now centred around the demand by employers for the union side to set up special committees to examine the question of impedance (cause of many disputes in Liverpool's dockland) and ways of curbing unofficial strikes. The union, is, however, reluctant to take this action.
