Which of the following most accurately describes the problem?

AN experimental traffic scheme. making Blackmail Tunnel one-way southbound and Rotherhithe Tunnel one-way northbound for vehicles between 6 ft. 6 in. and 7 ft: 6 in. wide (with their loads) comes into effect at 7 a.m. on August 28.

Two electronic measuring devices and neon diversion signs will help drivers who are uncertain whether they are affected.

The scheme is intended to reduce delays caused by wide vehicles which cannot pass each other at the bends in Blackwall Tunnel. Vehicles, other than buses, wider than 7 ft. 6 in. are, and have been, prohibited from using both twinels. The electronic devices to measure a vehicle's width will operate at the southern entrance to Blackwall Tunnel and at the northern entrance to Rotherhithe Tunnel. But any failure of the equipment will not relieve a driver of an overwidth vehicle of his responsibility to obey the new regulations. The penalty for failing to comply is a fine of up to £50.

The diversion route via Branch Road, at Rotherhithe Tunnel. and via Tunnel Avenue and Ordnance Crescent at Blackmail Tunnel will be indicated by a carriageway marking.
