Which of the following most accurately describes the problem?

• Suffolk container haulier CEL Group has taken over neighbouring operator Peterborough Heavy Haulage, promising to restore direction to the operation which has "lain dormant" since the death of PHH's owner two years ago.

A quarter of PHH's business is low-loader movements with general haulage accounting for the remainder. The acquisition includes PHH's fleet of 48 tractors and 120 trailers including flatbed triaxles, curtainsiders and tank trailers; 3.200m2 of warehousing and workshops,

and five acres of land available for further development at its site near the Al and A14.

CEL joint owner Cohn Carter says he hopes to build on PHH's current staff of 67, which includes 48 drivers.

"The company is well known and respected," he says. "But for two years it has had no direction. We want to breathe some life into the company and start building it up again."

CEL has already begun modernisation, installing PITH's first computer system and ordering 20 tractors.
