Which of the following most accurately describes the problem?

• Above is a plan of the North's first security lorry park, now under construction near the M6 /A7 /A74 interchange at Carlisle (CM March 9).

The "Transporter being developed by Vanguard Interstop Parking Ltd will be built in two stages. Stage one includes the security compound, refuelling service, drive-through vehicle washing service, and the drivers' amenity block.

The compound for 175 lorries will be surrounded with a chain-link fence, wheel-trap ditch and dragon's tooth perimeter. There will be a central control tower with flood lights and remote-control television. A security lodge will control the exit and entry gates, and all personnel will carry walkie-talkie sets connected to central control.

A three-storey hotel drivers amenity block (shaded black) will provide bedrooms with showers and toilets for up to 78 drivers. This should be completed by March next year. Stage two comprises increased parking for a further 100 vehicles (extreme left of the plan) and an extended amenity block accommodating 200 vehicle crews (shown by dotted line).

Vanguard will conduct tests to get the best parking and manoeuvring arrangements for all types or vehicles before moving on to the later development stages.
