Of the 12,000 Edinburgh residents who responded to the City Council's public consultation on the issue, 51% voted in favour of charging people to drive through the city.

The RHA's Scottish regional director, Phil Flanders, says: "We will continue our campaign for commercial vehicles to be exempt from charges. They do not actually cause congestion—they provide an essential service. There is no other way to get freight in and out of Edinburgh."

Councillor Andrew Burns, executive member for transport at City of Edinburgh Council, says that the council will now be looking carefully at the responses before it makes a decision, "It is clear that in considering the need for Improved transportation people are divided on the question of paying for it," he adds. "We need to take account of that and all other issues as we move forward."

Responses from those living outside the city, including Fife, Lothian and the Borders, will be revealed at a later date, but they are expected to mirror those of Edinburgh residents.
