Which of the following most accurately describes the problem?

• Both the Road Haulage and Freight Transport Associations have hailed their separate meetings with Transport Secretary Alistair Darling as a success.

They each met with Darling on Wednesday 4 September to discuss a number of major issues affecting the transport industry.

The FTA spent the 45-minute meeting pressing Darling over the state of transport infrastructure. Chief executive Richard Turner says: "We only had one mevcage for him, and that was to say that we are counting on him to deliver reliable road and rail networks for industry.

"It is the issue that is causing us most heartache at the moment. We can see demand going up and the situation worsening."

The RHA spent its hour-long meeting talking with Darling about a number of issues, including the problems with the proposed changes to the civil penalty scheme for stowaways, the Working Time Directive and the distance charging scheme proposed by the Chancellor.

Chief executive Roger King says he was particularly pleased by assurances that the government will be conducting a study into the costs of the Working Time Directive.

He adds. "Hauliers have to make lots of longterm decisions regarding the Working lime Directive-not least they have to impress on their customers that there might need to be a substantial rate increase.

"If the government comes out and says it. then it makes our task easier." he concludes.
