• The licence held by Lewis Land Services has been revoked: the company and managing director Peter Morrison have been banned from holding a licence indefinitely.

The company, of Stornoway, Isle of Lewis, held a licence authorising 10 vehicles and six trailers. It had been called to a disciplinary inquiry for the fifth time since 1989 because of concern over its maintenance record.

The company's licence was revoked in September 1994. It was granted a fresh licence in March 1995 but since then eight immediate and Martin said that the driver defect reporting system had fallen into disuse in October 1995. The nominated maintenance contractor was not being used; roller brake tests were not being carried out: use of the fonvard planning chart had lapsed: the proposed new workshop was still no more than a skeletal frame; and the transport manager had resigned. There were no records of trailer inspections and there were gaps of up to four months between vehicle inspections.

Scottish Traffic Commissioner Michael Betts said the company had been operating unsafe vehi cles for several years. Assurances repeatedly given by Morrison had never been kept for longer than a short time. Morrison had demonstrated over a protracted period that he was unfit to hold a licence and had failed so many times that the TC did not think he should ever hold another licence.
