• Waste operators are furious that the Government will not let them see the final draft of a code of practice which they will be forced to follow from next April.

The National Association of Waste Disposal Contractors, representing 90 waste carriers, says it is "almost inconceivable" that the document will be effective unless the industry is allowed to comment on it before it is published in November.
