Which of the following most accurately describes the problem?

• Nottinghamshire tipper operator Eric Elliott Transport has to wait to see if restrictions are to be placed on its licence following opposition from two local authorities and 15 neighbouring residents.

The company had applied to renew its licence for 20 vehicles and 10 trailers based at Hill Road, Gotham; an increase of six vehicles.

The application was opposed by Nottinghamshire County Council and Rushcliffe Borough Council.

North Eastern Deputy LA Brian Homer has reserved his decision after considering a 40minute video made by residents.

County council technical officer Roger Haggis said that the operating centre was near the far end of an unadopted residen tial cul-de-sac which had a rough uneven and potholed surface. The company had admitted that the best the residents could expect was 41/2 hours' undisturbed sleep a night.

For the company, Ian Rothera said that it had occupied the Hill Road premises for 10 years. The site had previously been occupied by Bowdon Freight, which had run around 40 vehicles. The area was bounded by heavy industry and a heavily trafficked road, which produced noise during the day and night.
