Which of the following most accurately describes the problem?

• The fivevehicle licence help by Cimlabased coach operator Bryan Richards has been suspended until the entire fleet has passed a further MoT test.

South Wales Traffic Commissioner John Mervyn Pugh said that Richards had gone his own "kamikaze" way.

Richards, trading as B&D Richards, was making his fourth appearance at disciplinary proceedings within 12 months. Five prohibition notices had been imposed on his vehicles since January, including an immediate prohibition for neglect on a vehicle carrying children to France.

He admitted driving the vehicle back from France despite not holding a PCV licence.

Mervyn Pugh said that Richards had ignored all the help and advice given; the state of the fleet was horrendous. Richards asked for an adjournment to seek legal advice and offered to have his vehicles checked weekly, and by an outside garage every three weeks, with copies of all the inspection reports going to the Traffic Area Office.

Adjourning the proceedings for a fortnight, Mervyn Pugh warned there was no guarantee that Richards would be allowed to continue to operate.
