Which of the following most accurately describes the problem?

soon? by CM reporter A FINAL decision on the recommendations of the report produced by Mr John Wells on the future of the Road Haulage Association is expected to be taken later this month. The RHA council is to meet on September 24 and will discuss the report—which sought to improve professionalism in the haulage industry. It is likely to reach a final decision on whether to implement the report proposals. RHA regional area committees have been discussing the report in detail since its publication earlier this year. Its suggestion that a register of " approved " hauliers—those who meet certain financial and good-conduct conditions—be established has caused considerable controversy. There seems more support for Mr Wells' concept of a separate commercial company to offer services for members.
