Which of the following most accurately describes the problem?

A FREE bus service being offered to holders of Access and Mastercheque and Eurocards while Edinburgh Festival is on has been criticised by local councillors. But a spokesman for the Scottish Traffic Commissioners told CM that the service is quite legal " as long as it is not for hire or reward or separate fares are not charged."

The service runs three times a day to a number of shops and restaurants on the Access card list. Said a spokesman for the Joint Credit Card Co Ltd : " We fulfil all the requirements necessary and we do not infringe the provisions of the Edinburgh Corporation Con firmation Act 1967. It is a service to the holders of Access and Mastercheque cards. We refute any suggestion that we are running a pirate bus service."

Lothian councillor James Cook said the transport sub committee was opposed to the service. "Amateurs, stunt men and advertising agencies ought to be compelled to stay strictly in their own professions. I hope that positive action can be taken to prevent parasites latching on to municipal bus lanes."

Councillor Cook, Whc asked the Lord Advoca look into the matter ar implications, said that Lothian Region operat service to all the main of the city.
