Which of the following most accurately describes the problem?

• The South Wales LA granted in chambers at Cardiff on Thursday an application by the Newport Forwarding and Warehouse Co., Ltd. for three vehicles on A licence.

At a previous hearing in June the LA granted a short-term licence for three artics to carry steel to London, the Home Counties and the Midlands and building materials to Bristol and the West of England. Following a meeting of the Road /Rail Negotiating Committee the full-term application was granted with the same conditions as the short-term licence.

Evidence was given that the applicants were taking over the vehicles from East Usk Haulage Services which was going into liquidation.
