Which of the following most accurately describes the problem?

"Staggering" Scheme

AGREEMENT has been reached between the City of London local transport group and Lever. Brothers and Unilever, Ltd., to stagger hours of 2,700 staff at Unilever House, London, E.C.4. The Unilever House staff is one of the largest in Central London and the decision to stagger is the biggest move by a single business or administrative organization since the Central London staggering campaign started.

Routes on which peak hour travel will be eased as a result are the District Line from Blackfriars, tram routes going over Blackfriars Bridge, bus routes going north along New Bridge Street.

The Central London staggering campaign is sponsored by the Ministry of Transport with the co-operation of London Transport and the main-line railways to ease traffic conditions in Central London by moving a portion of the workers out of the peak hours. The Unilever decision brings the total number of staggered workers in Central London to over 60,000. It is stressed that this result has been entirely obtained by voluntary effort between the local worker-employertransport groups set up under the campaign and the employers and staffs concerned.

The campaign is independent of fuel staggering and its primary aim is to ease traffic conditions. The staggering of hours for many workers, to economise fuel this winter, will be carefully co-ordinated with existing staggering and will give greater relief.
