Which of the following most accurately describes the problem?

A MAJOR publicity campaign — aimed partly at hauliers — over the Government's bus deregulation policy is to be mounted by the Government, "Fransport Secretary Nicholas Ridley promised this week.

He told the Conservative Party Conference in Blackpool that it had to encourage people from voluntary groups to local haulage operators and the unemployed to start up their own bus services, "The bus legislation calls for a fundamental change in attitudes, away from the interests of the operators, the unions, the councils and the planners and towards the interests of the passengers themselves."

Ridley predicted that there would be expanding opportunities for new firms in all the transport industries and he singled out bus companies, minibus, taxi and express coach firms, as well as haulage firms.
