Which of the following most accurately describes the problem?

The South Wales deputy LA "showed s displeasure" at the conduct of Tarmac Dnstruction Ltd by removing the margin of yen vehicles from the company's licence r 15 vehicles and two trailers, although he ts impressed by the fact that a total of vehicles were operated all over the .untry and there had never been a complaint ,ainst them before.

The company was appearing in Cardiff icier Section 69 following the imposition of V9s against two vehicles. For Tarmac, r M. Burrell said seven vehicles were ecified on the licence and were engaged t a trunk road scheme. The scheme was to completed by the end of October when e or six vehicles would be removed from licence. The remaining vehicles would be removed later in the year.

Mr Burrell explained that RHA inspection forms were used with inspections being carried out every three weeks. There were also weekly inspections carried out by local depot staff.

Referring to the two prohibitions, Mr Burrell said that the first concerned inefficient brakes on a tanker. The brakes on this vehicle had just been relined and had not bedded in. The vehicle was cleared after adjustments had been made.

The second vehicle had been issued with a GV9 for inefficient brakes and other faults, but said Mr Burrell this was because of a misunderstanding between local staff and staff at Wolverhampton about the preparation of the vehicle for test.
