Which of the following most accurately describes the problem?

Areport in the national papers on 4 November 1998 reported an accident in Exeter, Devon, when a car driver jumped a red light, collided with another vehicle, careered across the road and ploughed into a family, killing a two-year-old and severely injuring three others. The driver was banned for three years and fined £200 (at £5 a week!).

Imagine if this had been an HGV They would have wanted to hang the driver.

A few weeks ago, you reported a firm and its driver were fined a total of £360 for having a broken mirror on a truck.
