It is alleged that driving licences were issued at £200 apiece to people who had failed their tests, and that HGV licences were sold to drivers upgrading from a lesser licence.

To date more than 50 false licences have been uncovered; among them are at least 16 HGV driving licences. All licence applications are now being checked through the council's computerised records system.

) Cork County Council has admitted to a committee of the Dail (Parliament) that it charged the National Roads Authority £2.5m for roads it falsely claimed to have completed in 1993 and 1994. The NRA, which distributes EU cash for road projects, has since tightened up its procedures.
