Which of the following most accurately describes the problem?

navigation and safety system is expected to be given the go-ahead by Transport ministers at their next Council meeting.

The project, called DRIVE, has two objectives; to coordinate the development of a multi-lingual vehicle navigation system by 1990; and to oversee the development of an anticollision system for use throughout Europe by 1995.

Technological changes mean the time is ripe to develop a Europe-wide approach to road transport infrastructure, says the EEC.

The DRIVE project is due to last for 30 months, from 1 January 1988. It will entail 750 man years of work and will involve industry, network/broadcasting operators, research institutions and other enterprises, who, as contractors, will provide at least 50% of the development costs.
