Which of the following most accurately describes the problem?

THE FUTURE of the Dock Work Regulation Bill hung in the balance this week — even though the Government carried its guillotine motion by just three votes.

With the present Parliamentary session almost at an end, time was running out to get the Bill through.

As CM went -CO -press the measure was due to be debat ed in the Commons. It had already been given a reluctant third reading in the Lords on Monday night.

The stage is now set for a bitter fight between the two Houses. If the Lords decide to battle it out and insist on their amendments the Bill will have to &o back to the Commons.

With time so short the Government will either have to accept the amendment which have already serious curtailed the Bill, withdra the Bill altogether, or inv6 the Parliament Act whil would stop the Lords delayii the Bill any further.

The Government last we agreed that lorries driven in ports should not be hand( over to dockers – but warn( that there could be a change mind.

The Lords accepted withal a division, an amendment I the Bill which said thi dockers should not drive "an vehicle whose use is mainly c public roads, whether inside ( outside any dock labot scheme area."

The ban also covers supe vision of loading and unloa( ing such a vehicle, and seemn to the security of its load.

For the Government, Lor Jacques said there wer objections to the amendmer but it would not be opposed z that stage.

Protect

However, the Governmer would re-examine the draftin and might return with furthE proposals at a later stag( Putting forward the change i the Bill, Lord Lucas of Chi worth said it sought to protec the work of some 200,00 people engaged in the row haulage industry, and mos particularly of about 40,000 o them who were directl: engaged in haulage to am from the docks.

Lord Jacques maintain& that it was certainly no envisaged that the driving o lorries within dock estate should in general be classifie( as dock work.

But, he said, there wen situations in which as a matte of practice or convenienci vehicles were left in docl parks by drivers and driven or board by dockers. Docker were also used to drive impor and export cars and lorries t( and from the ship.
