Which of the following most accurately describes the problem?

FOLLOWING a breakdown of talks, negotiations between the United Road Transport Union and hauliers in the Manchester area have resumed.

The two are still not around the table but URTU official Frank Griffin told CM this week that they are both "holding our breath" waiting for a report on the situation from the Arbitration, Conciliation and Advisory Services.

But in the meantime URTU negotiators have asked the assenting hauliers for a fourth week of holiday in addition to the five per cent pay rise that now seems almost certain to be agreed.

On subsistence, Mr Griffin told CM that they were "poles apart" from the employers with an offer of £5.25 as the best made yet.

"Alan Law (of the Transport and General Workers Union) has accepted £5.50 and it has been offered in Scotland — but they haven't offered it to us," said Mr Griffin. The two sides are due to meet again today (Friday).

This week the negotiating hauliers' spokesman, RHA area secretary, Mr Bill Farnorth told CM: "We don't have an assenting hauliers agreement but we do have a small negotiating team for whom I am the spokesman. Negotiations are still far from a settlement."
