Which of the following most accurately describes the problem?

PUBLIC TRANSPORT is being subsidised at a rate of £11.2 per head of the population.

This figure was given in the Commons last week by Mr William Rodgers, Transport Minister, who said the total amount of central and local government subsidies to rail, bus and underground in 1976-77 was estimated to be E623.8 million.

The amount for bus and underground was estimated to be £276.4 million — £5 per head.

Local government subsidies in the UK were £209.5 million — £3.8 per head.
