Which of the following most accurately describes the problem?

AN application by Granville Tours Ltd.. Grimsby, to increase the departure points for Lines and Notts holidaymakers seeking to go to the Isle of Man was granted last week by the Fast Midlands Traffic Commissioners. Granville had applied to run excursions and tours from Newark to Yeadon Airport, from where holidaymakers would be able to fly to the island.

For the applicants, Mr. A. Rothera told the Commissioners that a licence had already been granted for the service from Grimsby, Lincoln. Sleaford, Stunthorpe, Boston, Cleethorpes, Louth and Grantham. The inclusive cost of an eight-day tour would he about £23 10s. and the period would be from Easter to October.

An objection was lodged by Thomas Motor Tours Ltd., of North Muskham, near Newark, who already run tours from Newark exclusively for old-age pensioners. But the objection was withdrawn after Mr. Rothera gave an undertaking that his client's licence would never be used with specially cut prices exclusively for old people.
