Which of the following most accurately describes the problem?

BRITISH hauliers running to the Continent are being offered the opportunity of using the special credit purchase facilities for fuel and oil which are operated extensively throughout Germany by the co-operative organization of the German road haulage association. The prices are between six and 10 per cent below those currently charged in the Federal Republic.

The German association operates some 50 large petrol stations and the facilities are also available at 200 petrol stations managed by the Shell group. All stations are well situated on main transport routes.

Hauliers participating in the scheme are not obliged to guarantee a minimum order, and a further advantage of the system is the check it affords against abuse by drivers in so far as the invoices must of necessity

c 10 always show the exact quantity actually purchased. The system also removes the necessity of providing drivers with different types of foreign currency for purchase of petrol and oil.

The basis of the system is the special cheque books issued by the German road haulage association's hank—DTB, FrankfurtMain, Konigsbergestrasse 1, These cheques are exchanged at the tilling stations and they will only be issued to the foreign hauliers in the first instance on production of a satisfactory banker's guarantee or reference from the national road haulage association.
