Which of the following most accurately describes the problem?

DISCS from a Servis recorder enabled a Biggleswadc lorry driver to be cleared of 14 charges that he had infringed the regulations governing working hours, when he appealed to Bedfordshire Quarter Sessions Appeal Committee.

Alfred Heard, Holme Crescent, BiggIeswade, had been fined LI on each of 19 summonses by Biggleswade magistrates. He had been convicted on nine charges of driving for longer than 5i hours without a break, eight of having driven for over 11 hours in a day, and two of not having taken 10 hours' rest.

For the Eastern Licensing Authority, Mr. T. H. K. Berry said that he had been instructed that on six of the summonses he would offer no evidence and, therefore, the appeals would be allowed.

Mr. H. Sabin, for the appellant, withdrew notices of appeal in five cases. Mr. Berry then stated that he would not offer evidence on the remaining notices of appeal.

The Committee reduced the fines on the five outstanding summonses from fl to lOs. each. Heard's employers at the time, British Building and Engineering Appliances, Ltd., had been fined £1 on each conviction. The chairman, Mr. C L. Henderson, Q.C., thought that it was not right for Heard to be fined as much as his employers.

MINISTER ALLOWS EXCURSION APPEAL

FOLLOWING his inspector's recommendation, the Minister of Transport has allowed the appeal of Mr. Patrick D. Dromgoole, and has made an Order on the South Eastern Licensing Authority requiring him to grant to the appellant a licence for excursions and tours from Stockcross. London, Oxford and Reading theatres, as well as a number of holiday resorts, are included on the licence. The inspector was Mr. J. M. Glen.

Appeals by Flintshi re County Council and Holywell Urban District Council against a condition of a licence granted to Crosville Motor Services, Ltd., by the North Western Licensing Authority have been rejected.

The condition specified a turning point in Station Road for vehicles operating a stage service in Holywell.

Mr. A. N. C. Snelley heard the appeals.

LEVY YIELDS 13.8m.: SABOTAGE ALLEGED

THE total raised by the levy up to the end of September was L3.8m.. the Minister of Transport told Kr. Dodds last week.

The Minister did not think there was any need for legislation with regard to the alleged " sabotage " of vehicles being sold to private operators by the British Transport Commission. He had, however, asked the chairman of the 13.T.0 for a report on the matter.
