Which of the following most accurately describes the problem?

HALF Measures are often worse than no measures at all. This has already proved to be the case in connection with the half upper windscreen which has been fitted to so many taxicabs. Nothing but 'a full screen is really satisfactory, as the -other causes excessive draught.

Complaints have also reached us respecting the experimental screen fitted to some of London's buses, and we have been told that it is causing some of the drivers great discomfort through the draught coming round to the back of the neck, a part which appears to be particularly affected by cold.

We are of the opinion that the only satisfactory form of protection is the complete cab, as is provided on so many provincial vehicles and which affords the driver real comfort. We would like to see such an arrangement incorporated in all new buses to be placed upon the streets of London, for why the Londondriver should receive less protection than his-provin
