Which of the following most accurately describes the problem?

by Kathy Watson • The simmering row over the low rates recovery firms receive from some motoring clubs for police work has spurred five companies in Kent to band together to bid for the county's new agency contract.

Bidding as Kent Specialist Recovery Services, they have submitted a 11 peppercorn standard bid for the new contract which could be worth as much as 12m. Starting in July the new agent will be responsible for round-the-clock removal and recovery of all breakdowns and accidents in which the Kent police are involved.

The consortium includes Addington Recovery, Milton Motor Body, Michael Lambert, DW Recovery and WJF Motors. If it wins the bid they will invite tenders from all-corners for work in the 14 sub-divided areas of Kent.

A group of four Surrey-based recovery operators are considering following Kent's lead.

Lincolnshire police are on the verge of asking for tenders for the county's recovery work, which is to be contracted out in June. The police force wants to relieve its staff from handling the administration of about 1,000 call-outs a year.

• In an effort to calm the battle between the recovery clubs and the independent vehicle recovery operators the AA is willing to pay higher rates to companies belonging to the Association of Vehicle Recovery Operators,

The proposal is part of a ninepoint plan to improve relations between the two organisations after the AA bought Bailey loon, the consultants employed by AVRO to secure rood clearance and accident removal work for members as police forces change their traditional rotas. The AA is waiting for AVRO's response.
