Which of the following most accurately describes the problem?

• The first semi-trailer to be fitted with the rubber-sprung non-reactive Cushionride tandem-axle suspension announced by the Primrose Third Axle Co Ltd a few weeks ago, has entered service with steel stockholder C. Walker and Sons Ltd, Blackburn, Lancs.

It is a 33ft-long flat platform Primrose model suitable for a gross train weight of 32 tons. The two axles sit on the ends of see-saw steel beams. Radius rods and upper A-brackets with rubber bushes provide longitudinal, transverse and brake torque location. The trailer sits on the middle of the rocking beams through two large hollow rubber springs. There are no lubrication points.

Mr Tom Waring, Walker's transport manager, says "There's none of the clattering you get with steel suspension." His estimate of the weight-saving is "between 3 and 4cwt".
