Which of the following most accurately describes the problem?

On the role of the Road Transport Industry Training Board — which the Government proposes to retain in a revised form — the RTA recommends that it should be able to make policy decisions within its industry. It should have regional representation and "be the voice of industry on all training matters". The RHA hopes that the establishment of group training schemes can be extended. The Board should continue to have control of its assets, though training centres like Motee should be recognized as having been paid for by industry. "Money raised should be held in trust for the benefit of industry."

The RHA says that training staff should be familiar with the industry concerned. "Any involvement in in-company management development should be through industries' own boards and not through the NTA. Boards should charge fees. for specialized services but not for standard advisory services."

The proposed training opportunities scheme should make full use of spare capacity in training groups and adequate financial allowances should be paid by the NTA for places taken. Training groups should anyway be "given every encouragement".

The RHA final recommendation is that training boards should be the base for manpower intelligence and planning but that information should be channelled to the NTA.
