Which of the following most accurately describes the problem?

A BOUT 40 more miles of peak-hour rA clearways, more one-way streets, and a determined attack on parking problems were among latest proposals for London traffic, announced by the Minister of Transport, Mr. Ernest Marples, on Monday.

The provision of off-street parking, he said, was the responsibility of local authorities and private enterprise. He referred to existing regulations banning loading and unloading of goods vehicles at busy intersections as "beneficial to traffic movement." They are to be made permanent.

Detailed proposals for the London traffic survey are now being discussed by the Ministry and London County Council, with consulting engineers. The survey, it is hoped, will start later this year.
