Which of the following most accurately describes the problem?

THE time will soon arrive wnen the Netherlands Railways, which claims to be the only State-owned railway in the world that works without a loss, will find it more economic to hand over some goods and passenger traffic to road transport.

This was an opinion expressed recently by Mr. Den Hollander, president of the Netherlands Railways. The roads might, however, become so coneested that part of the transferred traffic would flow back to the railways. It is understood that Mr. Den Hollander opposes railway participation in road haulage.
