Section 16 of the Road and Rail Traffic Act, 1933, says that "the holder of a licence" must keep records or cause them to be kept. The R.H.E. does not hold licences. Section 18, however,' specifies that an examiner may at any time . require the person in charge of "any goods vehicle' -to produce
records. .
' It may thus be argued that the State transport undertaking is not obliged to keep records; but drivers must produce them! •
