Which of the following most accurately describes the problem?

lili Truck drivers are the worst speeding offenders on nonmotorway roads, according to Department of Transport figures published last week.

Checks using electronic scanners showed that 70% of HGVs exceeded their 40mph speed limit on single carriageways, compared with 10% of car drivers breaking their 60mph limit.

On dual carriageways, more than 75% of HGVs of three axles or more exceeded their limit.

But on motorways HGV drivers were more law abiding than motorists.

Only 40% of HGVs broke the 60mph limit, compared with 60% of car drivers who went over their 70mph limit, the checks showed.

And only 19% of drivers of buses and coaches broke their 70mph limit on motorways. Li The Government's decision to set different UK speed limiter rules from the EC is a "recipe for complication, confusion and additional costs," says Freight Transport Association director general Garry Turvey.

Transport Secretary Malcolm Rifkind 'completely rejected the industry's views," according to Turvey.
